In the late republic, nearly half of all citizens in Rome would belong to the poorest of poor! This proletariat stratum could only manifest in pops, which belong to integrated cultures of the empire, because why would the city of Rome give rudimentary welfare to non-citizens? Proletariat pops for example might only be a source of unrest, of power base for popular and rich politicians, manpower (with the Marian military reforms, because the state equips and pays the soldiers), and of course a potential for social promotion, if the player can enforce the much-needed reforms. This could even lead to the implementation of a new wealth stratum, that to say the proletariat (or in latin ‘capite censi’, ‘counted by their heads’, roman citizens who had nothing to offer to the state other than their heads, meaning their lives).

Citizens and nobles generally would be rich enough to equip themselves as horsemen or heavy infantry, while a high number of freemen would lead to much light infantry (After all, why wouldn’t a wealthy roman buy a good suit of armor, if he knew that he will be fighting against Hannibals veterans?). I propose that the levy composition only secondarily is bound to culture and first and foremost reliant on the wealth of the pop.

Currently only the empire income is reduced if levies are raised, but don’t forget that the respective levied pops also are being kept from working on their homeplace, which can spiral down into a full debt crisis for the whole family and thus loss of the rural real estate. Long campaigns on Iberia, in North Africa or in Greece meant a long absence of the working-age population, following the deterioration of many ‘middle-class’ (in a modern sense) farms, which then were bought by the nobilitas, which also led to the well known accumulation of land in the hands of only few but extremely rich people. One of them was the long-term impoverishment of levied citizens and freemen, who mostly were farmers. These suggestions mostly apply to ancient Rome, which in the era of the middle and late republic had many structural problems.
